
Legacy Quiet But Support Grows
When the 10th Circuit Court of Appeals issued a
restraining order in 2001 putting a temporary hold on the
Utah Department of Transportation’s Legacy Parkway Project,
it didn’t end the Project’s need for effective communication
and strategic messaging. Rather, it intensified the need.
During the nearly four years that have passed since the
order was issued, it has been more important than ever for
the Department to keep the public informed as to the project
status, the growing need for the project and the
responsibility with which UDOT is moving forward to address
the Court’s opinion.
Legacy Parkway managers are taking a rigorous, sensitive and
conscientious approach to meeting transportation needs in
Davis County. WF&Co. has helped them communicate that
approach through clear and consistent messages that are
delivered in a variety of ways.
WF&Co. prepared the department to respond – both verbally
and in writing -- to the Court’s opinion. We have assisted
in drafting messages through the litigation period, and have
worked with UDOT to implement a communications strategy that
integrates public input and public information through the
preparation of a Supplemental Environmental Impact Statement
and moving on toward full federal approval and the return to
construction.

Parkway team, working closely with Project managers and
staff to communicate accurately and effectively to both
internal and external audiences during a challenging
